Carlos Ochoa CBP

Based in Washington D.C., Mr. Ochoa supports the CTPAT Program Director in the management of the program at the National level. Mr. Ochoa was the program lead for the Mutual Recognition Arrangements with the Customs Administrations of Korea, Japan, Singapore, the Dominican Republic, the European Union, and Colombia. From 2016-2019, Mr. Ochoa led the Minimum-Security Criteria Working Group, work that culminated in the program’s updated security requirements. In 2022, he served as the Acting CBP Attaché in Tegucigalpa, Honduras. Mr. Ochoa has worked with the World Customs Organization (WCO) on a variety of projects related to the authorized economic operator (AEO) program. As a result of his contributions to the WCO’s capacity building and policy development process, he was recognized as an AEO Recognized Expert by the organization. Mr. Ochoa started his career with the Federal Government over 29 years ago, when he joined the U.S. Department of Agriculture in 1995. He holds a Bachelor of Arts degree in Political Science and History from the University of California, Los Angeles (UCLA), and a Master’s degree in international Affairs from Georgetown University.
